A lot of the time “hazard” and “risk” are freely used to mean the same thing. However they are not. Hazard is the potential to cause harm. Risk on the other hand is the likelihood of harm in defined circumstances. In a nutshell, hazard and risk are not always aligned as the risk depends on the exposure to the hazard ; similarly, risk, safety and perception of risk are not always aligned; this can make political decisions regarding safety levels difficult to make, in these cases it is especially important to base them on facts rather than on subjective perceptions. http://www.greenfacts.org

A hazard can be a thing or a situation. Hazard Identification: This is the process of examining each work area and work task for the purpose of identifying all the hazards which are “inherent in the job”. Work areas include but are not limited to machine workshops, laboratories, office areas, agricultural and horticultural environments, stores and transport, maintenance and grounds, reprographics, and lecture theatres and teaching spaces. Tasks can include (but may not be limited to) using screen-based equipment, audio and visual equipment, industrial equipment, hazardous substances and/or teaching/dealing with people, driving a vehicle, dealing with emergency situations, construction. This process is about finding what could cause harm in work task or area. Risk: The likelihood, or possibility, that harm (injury, illness, death, damage etc) may occur from exposure to a hazard. Risk Assessment: Is defined as the process of assessing the risks associated with each of the hazards identified so the nature of the risk can be understood. The purpose of an overall workplace risk assessment is to establish whether the level of risk arising from workplace activities is acceptable, or whether additional measures need to be taken to control workplace hazards to further reduce or remove unacceptable risks. The program includes the following Elements of a Risk Assessment: • Identify all the hazards that are present • Decide what are the possible consequences related to these hazards and who may be harmed. • Evaluate the risks and decide whether the existing precautions are adequate or more needs to be done. • Make a record of the findings, and • Review and if necessary revise the assessment from time to time. Regardless of the hazards present, the proper application of the risk assessment process will result in a safer workplace.

Job Safety Analysis (JSA) Definition: A Job Safety Analysis (JSA) is a method that can be used to identify, analyze and record 1) the steps involved in performing a specific job, 2) the existing or potential safety and health hazards associated with each step, and 3) the recommended action(s)/procedure(s) that will eliminate or reduce these hazards and the risk of a workplace injury or illness. Hazard Types: The following hazards should be considered when completing a JSA: • Impact with a falling or flying object. • Penetration of sharp objects. • Caught in or between a stationary/moving object. • Falls from an elevated work platform, ladders or stairs. • Excessive lifting, twisting, pushing, pulling, reaching, or bending. • Exposure to vibrating power tools, excessive noise, cold or heat, or harmful levels of gases, vapors, liquids, fumes, or dusts. • Repetitive motion. • Electrical hazards. • Light (optical) radiation (i.e. welding operations, etc.). • Water (potential for drowning or fungal infections caused by wetness). Conducting the analysis: 1. Select jobs with the highest risk for a workplace injury or illness. 2. Select an experienced employee who is willing to be observed. Involve the employee and his/her immediate supervisor in the process. 3. Identify and record each step necessary to accomplish the task. Use an action verb (i.e. pick up, turn on) to describe each step. 4. Identify all actual or potential safety and health hazards associated with each task. 5. Determine and record the recommended action(s) or procedure(s) for performing each step that will eliminate or reduce the hazard (i.e. engineering changes, job rotation, PPE, etc.).

Job hazard analysis is a critical tool for identifying hazards and managing risks before the work begins. The task leader is responsible for conducting the JHA, and for ensuring that all aspects of the job have been thoroughly evaluated before the work begins. If he needs help, he can seek the advice of other vessel officers, shore staff or third-party specialists before completing the JHA document. It is his job to ensure that no work begins until all hazards associated with the job have been identified, and safeguards have been applied to all of the associated risks. Those safeguards may range from physical actions like locking out a breaker to procedural measures including the use of appropriate PPE, monitoring the work and ensuring that the work team has been properly trained. NATE today unveiled a video entitled “Job Hazard Analysis: Reducing Your Risk” that highlights the important elements of conducting a JHA at a communications tower site. The video is the last video to make its debut in Volume 3 of the Association’s renowned Climber Connection series. The educational video includes an interview with an experienced industry safety manager who articulates the proactive inspection, documentation and processes involved with implementing a JHA prior to work commencing at a tower site. The video also highlights several prominent NATE resources and the information contained in the ANSI/ASSE A10.48 Standard as essential guides to utilize when conducting a JHA. “Proactively mandating thorough job hazard analysis steps on a daily basis is an integral part of keeping our company’s technicians safe on the job,” said Amy Dolce, Safety Manager at SAI Communications in Salem, New Hampshire. “This video does an outstanding job of reinforcing why it is crucial for each company and worker to closely adhere to JHA protocols and not take short-cuts that could potentially compromise safety,” added Dolce. When conducting a Job Safety Analysis (JSA), safety professionals use a risk matrix to pinpoint potential hazards in the workplace, based on how probable and how severe that potential hazard may be. The risk matrix calculates the probability and severity levels separately, then multiplies them together to produce the overall risk level.
