English/Nat Japan's Foreign Minister reacted to two contentious issues in Tokyo on Tuesday. Japan joined South Korea in expressing deep concern over the Taliban's decision to proceed with moves to destroy all statues of Buddha in the country. The Taliban, radical Muslims who rule most of Afghanistan, last week ordered the destruction of all pre-Islamic statues, including two giant fifth-century stone monoliths of Buddha. Disapproval has also been expressed by other Muslim nations, including the Taliban's closest ally Pakistan, pleading for the preservation of the statues. At the heart of the outcry has been the fate of two mammoth mountain carvings of Buddha, measuring 52.5 and 36 metres (175 and 120 feet) tall, hewn from a cliff face in the third and fifth century. The taller of the two statues is believed to be the world's tallest standing Buddha. The spokesman also tried to assuage fears regarding a planned new history textbook to be distributed in high schools throughout Japan. The book has lead to controversy, angering Asian nations for justifying Japan's brutal colonial rule in the region. The contents of the original drafts of the book were leaked, leading to criticism from South Korea and other Asian nations. The controversy comes as Japan in recent years has tried to improve relations with its neighbours by acknowledging its aggression early in the century, but many Asians feel its apologies have been grudging. Many Chinese and Koreans still harbour bitter feelings toward Japan for its brutal treatment. Japan ruled the Korean Peninsula as a colony from 1910 to 1945 and occupied much of China between 1931 and 1945. Some in Japan have justified the country's annexation of Korea and aggression in China and Southeast Asia as occurring in the context of European and U-S colonization. The mass-circulation Yomiuri newspaper quoted a draft of the book originally filed with the ministry last spring as saying that "Japan's annexation of the Korean Peninsula in 1910 was supported by the United States and European powers as a measure to stabilize East Asia ... the annexation was undertaken legally at that time following the fundamental rules of international relations. Road blocks constructed from boulders hewn from the local mountainside straddled the Pakistani limb of the Silk Road, preventing the normal flow of supplies to the region. In the area of Thakot, some 450 kilometres (300 miles) north-east of Peshawar, blockades could be seen at regular intervals of around a kilometre, forcing truck drivers travelling along this crucial frontier artery to abandon their vehicles. Locals were forced to carry food supplies by hand, while school children took to playing cricket on the road, unable to complete their journey to school. The pro-Taliban militants, who are angry at America's bombing of Afghanistan, have taken to the hills and could be spotted with binoculars and arms, apparently ready to threaten anyone prepared to dismantle their blockades. Pakistan's Frontier Constabulary has been in negotiation with the men, but authorities are reluctant to enter this quasi-autonomous tribal area, whose ownership is disputed. Based on the hardline policy known as “self-deportation,” Alabama's HB-56 aimed to make life so miserable for illegal immigrants that they’d opt to leave the state on their own: the law granted police unprecedented powers to arrest, question, and detain suspected illegal immigrants, and even criminalized citizens who provided undocumented workers with jobs, housing, or transportation. The law created a climate of hostility that may have forced tens of thousands of immigrants to flee—and it may also have done real damage to the state’s economy. With illegal immigration roiling American communities and the upcoming presidential race, we sent Thomas Morton to Alabama to see what it would look like if undocumented workers just disappeared. But this month, they agreed on the European Union's multiannual financial framework, or MMF, for the period from 2014 to 2020. The MMF sets the EU's yearly spending at about $1.3 trillion. That is one percent of the income of the EU.Members agreed to reduce total spending by more than three percent for the period. This is the first time that members have accepted cutting costs. European Council President Herman Van Rompuy spoke after the agreement was announced. He said the compromise budget might not be perfect. But, he said, it should help all EU members.German Chancellor Angela Merkel praised the long-term spending plan. She said the agreement makes policy more predictable and enables members to act in Europe's interest. Some EU leaders have been calling for greater spending controls in their home countries. They wanted the EU to show that it too is willing to cut costs.British Prime Minister David Cameron welcomed the agreement. Before the two-day meeting in Brussels, he had threatened to veto the budget, if there were no steps toward reducing spending. But the agreement still might not succeed. The European parliament must approve the measure. And some members of the parliament say it fails to deal with many problems like the sharp differences in wealth between rich and poor people. If the measure is approved, it will affect 28 European Union countries. The EU says Croatia is expected to join the group in July.For VOA Learning English, I'm Carolyn Presutti. Source: Vietnamese People's Army Television Text: In July, Vietnam and the U.S. cohosted a 12-day training course on Humanitarian Mine Action for Explosive Ordnance Disposal (EOD) and Trauma Care. The training was under the cooperation framework to overcome the consequences of unexploded ordnances (UXO) left after the war for the humanitarian purposes between the U.S. and Vietnam. During the training, 13 instructors from the U.S. Pacific Fleet sent key messages to 64 learners from the units under the Vietnamese People's Army: the first person to treat the mine victims is the EOD engineers, not the physicians; health workers should apply new technologies provided by the U.S. for better treatment of their mine victims. U.S. trainer Lete Xier noted "I saw that Vietnamese leaners all have good basic knowledge. With the training cooperation between the U.S. and Vietnam, I believe that the professional skills in explosive ordnance disposal of Vietnamese leaners would be improved. During the training course, we communicated with each other, this helps strengthen our emotion and understanding. We are very happy to come to Vietnam for the training." At the training's closing ceremony, the U.S. handed over to Vietnam a report on the battle history. This is a database of bombing during 1965-1975 period of Indochina. In an exclusive interview with the Vietnamese People's Army Television, U.S. Ambassador to Vietnam David Shear stressed that "We have provided the Vietnamese Army a set of database of U.S. bombings in Vietnam. This is a full, accurate, and comprehensive database. We hope that Vietnam can use this set of database for mine disposal activities. We think that the database will help increase the effectiveness of Vietnam's mine disposal activities, and assist efforts by non-governmental organizations in this field. U.S. and Vietnam are working on an MOU on Explosive Ordnance Disposal. This MOU will further promote the close cooperation, and when this MOU is concluded, we will have stronger cooperation. We look forwards to Vietnam's establishment of a center for mine disposal, and application of standards for mine disposal. This will increase the exchange of information between the U.S. Army and the Vietnamese Army as well as the international non-governmental organizations. That is an essential element for the explosive ordnance disposal activities."

Scales Co-Editors of the eponymous book Panel Participants & Chapter Authors: Stephen Biddle is senior fellow at the Council on Foreign Relations. A member of the Defense Policy Board, he has served on strategic and military assessment teams for the U.S. Commands in Iraq and Afghanistan. His book Military Power: Explaining Victory and Defeat in Modern Battle has won several major prizes. Seyom Brown, currently on research leave, is the Tower Chair in International Politics & National Security at Southern Methodist University, and senior advisor to the Security Studies Program at the Massachusetts Institute of Technology. Brown has held senior research and analysis positions at several policy think tanks. The most recent of his twelve books are Higher Realism: A New Foreign Policy for the United States and The Illusion of Control: Force and Foreign Policy in the 21st Century. Dan Caldwell is Distinguished Professor of Political Science at Pepperdine University. He has served on the faculties of the Naval Postgraduate School in Monterrey, Brown, UCLA and Harvard. He is the author and editor of numerous books, including Vortex of Conflict: U.S Policy Toward Afghanistan, Pakistan and Iraq. Vanda Felbab-Brown is Fellow in Foreign Policy and the 21st Century Defense Initiative at the Brookings Institution. Her research focuses on the interactions among illicit economies, criminal organizations, and armed conflict. She is the author of Shooting Up: Counterinsurgency and the War on Drugs and numerous policy monographs. John Nagl, former president of the Center for a New American Security, is a research fellow at the U.S. Naval Academy. A veteran of both Desert Storm and Operation Iraqi Freedom, Nagl, along with Gen. David Petraeus and others, was a principal on the writing team for the 2006 U.S. Army/Marine Corps Counterinsurgency Field Manual. Michael O'Hanlon is director of research and senior fellow in foreign policy at the Brookings Institution. A frequent media and op-ed commentator on national security issues, he is the author of Defense Strategy for the Post-Saddam Era and The Wounded Giant. Linda Robinson is a scholarly journalist and consultant on political conflict, insurgency and counterinsurgency, and has reported extensively from the field in Iraq and Afghanistan. An adjunct senior fellow at the Council on Foreign Relations, she is author of Tell Me How This Ends: General Petraeus and the Search for a Way out of Iraq. She is writing a book on Afghanistan that will be published in 2013. MG Robert H. Scales (ret), is President of Colgen, Inc., a consulting firm specializing in military affairs & strategy. Scales is a former Commandant for the U.S. Army War College and held command & staff positions inn the U.S., Germany, Korea and VietNam. He is the author of numerous books on contemporary and future warfare, including Yellow Smoke: The Future of Land Warfare for America's Military. Marvin Weinbaum is a scholar in residence at the Middle East Institute. An expert on Pakistan, Afghanistan, Iran, Egypt, and Turkey, he was an analyst in the U.S. Dept of State's Bureau of Intelligence & Research.

Ancient Indian Inventions:Iron and Steel industry in ancient India Ancient Indian Inventions: Ink Ancient Indian Inventions: Flush Toilets Ancient Indian Inventions: Cards – Without Indians, Casinos Wouldn’t Exist Ancient Indian Inventions: Diamond Mining This was developed in the Indus Valley Civilization by around 4500 BCE.The size and prosperity of the Indus civilization grew as a result of this innovation, which eventually led to more planned settlements making use of drainage and sewerage. Sophisticated irrigation and water storage systems were developed by the Indus Valley Civilization, including artificial reservoirs at Girnar dated to 3000 BCE, and an early canal irrigation system from c. 2600 BCE. Cotton was cultivated in the region by the 5th–4th millennia BCE.Sugarcane was originally from tropical South and Southeast Asia.Different species likely originated in different locations with S. barberi originating in India, and S. edule and S. officinarum coming from New Guinea. The inhabitants of the Indus valley developed a system of standardization, using weights and measures, evident by the excavations made at the Indus valley sites. This technical standardization enabled gauging devices to be effectively used in angular measurement and measurement for construction.Calibration was also found in measuring devices along with multiple subdivisions in case of some devices.One of the earliest known docks is at Lothal (2400 BCE), located away from the main current to avoid deposition of silt.Modern oceanographers have observed that the Harappans must have possessed knowledge relating to tides in order to build such a dock on the ever-shifting course of the Sabarmati, as well as exemplary hydrography and maritime engineering. Excavations at Balakot (c. 2500–1900 BCE), present day Pakistan, have yielded evidence of an early furnace.[9] The furnace was most likely used for the manufacturing of ceramic objects.Ovens, dating back to the civilization's mature phase (c. 2500–1900 BCE), were also excavated at Balakot. The Kalibangan archeological site further yields evidence of potshaped hearths, which at one site have been found both on ground and underground.[10] Kilns with fire and kiln chambers have also been found at the Kalibangan site.
