Coal mining in the Netherlands 1100-1974 Coal mining in Limburg, a province of the Netherlands, has taken place since the 16th century. Near the Augustinian Abbey of Rolduc, coal is found very close to the surface. The abbey owned the coal, and beginning in the 16th century hired local miners to extract the coal for sale as fuel. The true extent of the coal reserves in the south-east corner of Limburg first became apparent in 1870, when the wealthy Count Marchant and Ansembourg of Brussels ordered the first boreholes to be drilled near Eygelshoven, and a substantial seam of coal was found at a depth of 154 metres. The demand for coal had grown explosively as a result of increased industrialization and urban expansion, but the national governments regarded any form of interference in the extraction and sale of this fuel as unnecessary. Thus it came about that the first concessions for the extraction of coal in South Limburg were granted without hesitation to foreign firms, although most of the coal consumed in the Netherlands was imported from Germany, and Dutch investors preferred to invest their capital in foreign countries, such as in Russian government loans, American railways, and Hungarian waterworks.

Coal Miners Pension Problems, Congress has to act to avoid default on pension payments and healthcare coverage. Lawmakers gathered in Washington, D.C., on Tuesday to press for fresh legislation to shore up pensions for about 117,000 union coal miners at risk of losing their retirement savings amid a coal industry decline. Yet significant political hurdles remain, even after Congress managed to extend healthcare benefits for 22,000 retired miners in May just as those benefits were set to expire The United Miner Workers of America pension funds are currently going to more than 87,000 miners nationwide, including 13,000 miners in Pennsylvania. The average check is $586 a month. Another 20,000 miners are vested for their pensions but have not yet begun drawing them. A budget score last November for the Miners Protection Act showed the UMWA’s pension fund needed $1.4 billion over the next 10 years. With a loan from the Treasury Department, the amount drawn from abandoned mine lands funds is expected to be less than that. The Abandoned Mine Lands program, managed by the U.S. Department of the Interior, is a pot of money collected from coal companies to fund mine restoration projects. Since its creation in 1977, the program has collected over $10 billion through a fee assessed on each ton of coal produced. In 1947, settling a nationwide dispute between mine owners and the union, then-President Harry S. Truman signed an executive order that created a national pension and health care agreement. Those actions were precedent for the Coal Act in 1992, which ensured lifetime healthcare following a nasty strike when companies were trying to avoid paying health care. The wave of bankruptcies today carry similar consequences for workers as the difficult times in 1940s and late-1980s, according to union officials. “Congress took the first step toward fulfilling America’s promise to retired coal miners and their families by passing legislation to preserve their health care earlier this year,” according to Cecil Roberts, the international president of the United Miner Workers of America. “With the passage of this legislation, Congress will take the final step and ensure that the people who put their lives and their health on the line to provide the fuel that made America the strongest country on earth get the retirement security they earned through a lifetime of dangerous, backbreaking work,” Mr. Roberts said. Happening on 21 September in New York and globally, the People's Climate March is on its way to becoming the largest and most diverse mobilization for climate action in history. To show their commitment to protecting people’s climate, a number of Mayors will join the march under the banner, “People’s Climate, Mayors Commit”. This is in line with the vision laid out in the global advocacy of the Local Government Climate Roadmap. The march is set two days before world leaders gather in New York for the Climate Summit called by United Nations Secretary General Ban Ki-moon. The Summit is critical to lay the foundations for a new climate treaty that countries are expected to sign in 2015. With the impacts of climate change being felt around the world, with the solutions on the table and with growing momentum behind internationally-coordinated action to fix the crisis, the moment has come to put this issue back on top of the political agenda. Home to half of the world’s population, cities are responsible for 75% of global energy consumption and 40-50% of greenhouse gas (GHG) emissions. They are playing a pivotal role in combating climate change by slashing these GHG emissions, building resilience and promoting sustainable alternatives to transport and energy. They will be central in ensuring that adverse effects of climate change will affect their citizens as little as possible. ICLEI-Local Governments for Sustainability, the world’s leading cities network, will participate in the People's March along with other 750 organizations, sharing its vision of local sustainability. It will mobilize mayors from around the world who will bring to New York the voices of their citizens. Mayors George Ferguson (Bristol, UK), Herbert Bautista (Quezon City, Philippines), Jürgen Nimptsch (Bonn, Germany), Frank Cownie (Des Moines, USA), Ronan Dantec (Nantes) have confirmed their attendance to the march. Many other local governments support the march. Mayor of Philadelphia Michael Nutter and New York City Council already announced their endorsements supporting the March. Meanwhile, Mayor Gustavo Petro will lead one of the biggest marches in his city of Bogotá, capital of Colombia. Everywhere Mayors are showing their strong commitment to tackle climate change and protect their citizens from its adverse effects. With his clear vision of energy justice and citizen participation, Bristol Mayor George Ferguson led his city to become the European Green Capital for 2015. In Bogotá, the Bus Rapid Transport system called TransMilenio is sparing the city 350,000 tonnes of CO2 per year, reducing air pollution and energy dependence. Seoul, South Korea has reduced its power needs by the equivalent of an average nuclear power plant and is investing in renewables. Its Mayor actively promoted #OccupySeoul, encouraging citizens to take active part in re-shaping the face of Korea's capital. In Bonn, the city is progressing with its plans to cut emissions by 40% and become the cycling capital of its region. On its new online platform, CityTalk, ICLEI tells some of the challenges and stories of success of these cities, showing how mayors are spearheading a diverse movement of local governments with high ambitions, engaging their citizens to be part of a sustainable revolution. Mayors are the closest level of government to citizens. They are deeply grounded in their reality, and are committed to uphold their citizen’s safety, justice and sustainability. It included 400 workers being given ‘intensive tobacco-related education’. The biggest chunk of that sum, given in loans, grants, and other agreements, was an £18 billion loan to Russian oil company Rosneft and pipeline builder Transneft, followed by a £4 billion loan-for-coal programme.Russia has extensive oil and coal reserves that fuel the Chinese economy.The rest of the money to Russia during that period was sent between banks in the two countries.The aid to Russia was almost exclusively in the form of loans at near-market rates.China also gave £195 million to North Korea during the same period, according to a 2017 AidData report called Aid: China and Growth.China is intensely secretive about where it sends its foreign aid. 30 March 2015 Four Corners reporter Stephen Long exposes the highly questionable business practices of so called 'payday' lenders. Payday lending is now a major business with some companies listed on the stock exchange. The industry defends itself, claiming it provides a service the banks aren't interested in delivering. "There are 10 million Australians that don't have access to a credit card. Where are they going to get credit?" - Payday Lending Company CEO But as Long tests this claim he uncovers a trail of misery, meeting people like Anna. A hard working mother of three, she took a short-term loan from a payday lender to buy her daughter's school computer. Borrowing the money was easy, too easy, and before long she borrowed more money, sinking ever deeper into debt. Anna had discovered what thousands of other short-term borrowers already knew; the system encourages dependency and the windfall profits come not from any one loan but by sucking people into multiple loans, sometimes with effective interest rates of more than 300 percent. "The whole business model relies on trapping people in debt. You get the first loan and you get the second loan and you get the third loan to pay off the second loan." - Financial Advisor. The questionable practices don't end there. Reporter Stephen Long spoke to industry insiders who confirmed that lenders provided credit to heroin addicts, doling out loans at one end of the shop after the addicted person had pawned goods at the front desk. In another case, a man suffering a brain injury was signed up to multiple loans even though he didn't understand the documents he was signing. In 2013 the Federal Government tried to rein in the worst excesses of the industry with new legislation. After an intensive industry lobbying campaign the laws were watered down but still capped interest and establishment fees. Despite this, a recent survey by the Australian Securities and Investments Commission reveals that two thirds of payday lenders were highly likely to breach credit laws relating to responsible lending. Some gave loans to people already in default while more than half issued loans to customers who already had multiple loans. All the evidence suggests the industry is now expanding massively online. Will the authorities and Government act to control the industry mavericks?

The World Bank has now approved a controversial $3.75 billon loan to South Africa to help build a new coal-fired power plant in that country. The proposed Medupi Power Plant would be a 4,800 MW, super-critical facility located a few hours' drive north of Johannesburg, very close to the coal mines that will provide supply. But the World Bank awarded the loan to state utility Eskom without the support of major shareholder countries, including the U.S. which abstained from the vote.

Blacksyke Lime Kilns, Caprington, Ayrshire
The two 19th century lime kilns on the Caprington Estate were in use in 1857 and abandoned by 1895. Coal was mined locally and limestone probably brought in by the Kilmarnock & Troon Railway. Blacksyke hamlet stood near by with its school. The ruined tower was once an engine house built to look like a tower house.

Eskom: Coal shortage at 7 power stations
South Africans are not only bracing themselves for a hefty electricity price hike, but the possibly of loadshedding in the near future is also becoming more likely. Seven of Eskom's power stations do not have enough coal. According to reports, the spokesperson of Eskom attributed the shortages to the Tegeta-owned Optimum Coal Mine which supplies coal to the power utility. Tegeta is currently under business rescue. Eskom is currently working with the National Treasury to source more coal and this creates concern about the parastatal's capacity to feed power to the national grid. The National Energy Regulator of South Africa (NERSA) is holding public meetings around the country about Eskom's application to get back R 66.6 billion in revenue for the 2014/2015, 2015/2016 and 2016/2017 financial years. Goa against coal has given an ultimatum of 7 days to Goa Pollution Board to file a criminal case against MPT for excessive coal transportation in the state. Convenor Goa Against Coal Custodio Dsouza said that that if a criminal case is not filed against MPT then they themselves will file a case against MPT in NGT.

Hartmann: Massive strike shuts down UK - Winter of Discontent?
Ari Berman, The Nation Magazine, joins Thom Hartmann. Massive labor strikes rocked the U.K. today - as public workers took to the streets to protest ongoing austerity measures. Last year - the Conservative government passed a slew of austerity measures - laying off public workers - cutting back on pensions - and ending social welfare programs - claiming it was what needed to happen to get the British economy back on track. A year later - the British economy still hasn't grown - and now the government is calling for more austerity. In response - over two million civil servants are protesting. Schools, hospitals, airports, courts, and government buildings are all being affected by the strike - which is the largest in over a generation in the U.K. since the "Winter of Discontent." According to the Guardian - 19,000 out of 21,700 schools in England and Wales are closed or partially closed - and roughly 6,000 non-urgent operations have been cancelled. The Occupy London movement made their voice heard today too - storming the offices of mining company Xstrata - and targeting the higest paid CEO in the U.K. They made it all the way to the road of the buiolding and hung a banner that read "All power to the 99 percent" before police regained control. So where did the British government go wrong - and where is this sort of social unrest that we're seeing spring up all around the world taking us?
