Participants will be able to: Identify four-wheel drive (4WD) specific terms, terminology and techniques Plan for minimal environmental impact Perform pre-departure checks Use the features of a four-wheel drive vehicle to drive in a variety of terrain types Use a single snatch strap to recover a vehicle Perform maintenance and minor repairs on four-wheel (4WD) drive vehicles Module Details Conduct a Pre-start inspection utilising the client’s checklist Drive a vehicle on loose gravel and bitumen road surfaces Act as a spotter and spot a vehicle into a designated parking area Secure, isolate (using isolation and lock out), place traffic control devices and then change vehicle tyre Recover a vehicle using a snatch strap and safety sling Set up the vehicle – seating, mirrors and safety equipment Reverse the vehicle along a laneway marked with traffic cones using the side mirrors Connect and secure a trailer / lighting tower and manoeuvre around traffic cones using side mirrors to avoid cones Use a UHF radio observing the correct radio protocols OH&S Requirements Explain Duty of Care requirements Operating Techniques Assessment methods are of written theory and practical observation. Member for Mining and Pastoral Kyle McGinn MLC rose to speak in the Legislative Council on Tuesday 13 March 2018 regarding the Eastern Goldfields Miner's Memorial. Full text: On Saturday, 3 March in Kalgoorlie–Boulder I was very pleased to attend the fourth anniversary of the Eastern Goldfields Miners Memorial. Joining me at the event, which was held at the miners’ memorial in front of the Museum of the Goldfields on Hannan Street, was Minister for Mines and Petroleum, Hon Bill Johnston, and Madam President. Also attending was City of Kalgoorlie–Boulder mayor, John Bowler, and members of the community. The prayers for the day were led by Lieutenant Gavin Jones from the Salvation Amy in Kalgoorlie. I have visited the memorial a few times, and each time it makes me think about and dwell on our nation’s history. It is hard not to, looking back over the years since the war, particularly right back to 1950 and 1940, and see many, many names enshrined on the memorial—workers who lost their lives. It is not the good parts of our history, but instead the men and women we let down who did not come home from work due to workplace incidents. We started by listening to the very talented Goldfields Brass Band, which played the national anthem. We also raised the Boulder flag, which has been raised throughout history whenever a miner has been killed. After the speeches were given, it was a very proud moment for the region when the mayor and minister unveiled the 2017 section of the memorial. I am proud to say that in 2017 there have been zero deaths in the region in the mining industry. They also added names that had been missed over time, and the MC spoke to the crowd and praised the work of local historian Moya Sharp, who has worked very, very hard to ensure that all men and women who lost their lives on the job in the mining industry are remembered. In closing, members of the public were invited to place sprigs of rosemary on the names of their loved ones on the wall. It was quite a powerful moment to see people go up and spread rosemary all across the memorial. Members of this place may be aware that I have a passion for workplace safety. It is events such as the memorial that make me feel as though the tide is turning. The community has respected the history of the goldfields. It is not something to be proud of, but we must remember and pay our respects to these workers. I pass on a huge thankyou to the organisers of the event; to you, Madam President, for attending; and to the minister. I will leave members today with a poem that they may have heard before. This was read out at the event by Ken Ball. It was written by Don Merrell. After hearing this poem, I believe every worker in all industries should listen to it and ask themselves whether they will choose to look the other way. I Chose To Look The Other Way I could have saved a life that day, But I chose to look the other way. It wasn’t that I didn’t care; I had the time, and I was there. But I didn’t want to seem a fool, Or argue over a safety rule. I knew he’d done the job before; If I spoke up he might get sore. The chances didn’t seem that bad; I’d done the same, he knew I had. So I shook my head and walked on by; He knew the risks as well as I. He took the chance, I closed an eye; And with that act, I let him die. I could have saved a life that day, But I chose to look the other way. Now every time I see his wife, I know I could have saved his life. That guilt is something I must bear; But it isn’t something you need share. If you see a risk that others take That puts their health or life at stake, The question asked or thing you say; Could help them live another day. If you see a risk and walk away, Then hope you never have to say, “I could have saved a life that day, But I chose to look the other way.”

Greens move bill to protect local jobs from Rinehart-style EMA deals Greens Deputy Leader and workplace relations spokesperson Adam Bandt says the government's deal with Gina Rinehart has revealed the threat to local jobs from Enterprise Migration Agreements (EMA). Mr Bandt says the Greens will give notice of legislation today to regulate EMAs and ensure that the government and employers are required to put local jobs first. The Protecting Local Jobs (Regulating Enterprise Migration Agreements) Bill 2012 will regulate Enterprise Migration Agreements, including: forcing employers that get an EMA to advertise jobs to locals before accessing foreign workers; creating a local jobs board to source local workers; allowing requirements to be placed on employers to train locals; and prioritising employment for locals, recently retrenched workers and other groups with high unemployment. Mr Bandt also said there is too much secrecy surrounding the Rinehart deal and he called on the Minister to table the Roy Hill agreement in the Parliament. "The Greens want to put local jobs first", Mr Bandt said. "The deal with Gina Rinehart is just the first of many such projects in the pipeline. If we don't take action, thousands of locals may miss out on jobs." "The Rinehart deal highlights the danger of leaving these agreements to the discretion of the Minister. We need to properly regulate Enterprise Migration Agreements with legislation. This bill will prioritise local jobs and extend existing guidelines around EMAs." "The PM's promise of a Jobs Board is not enough. Parliament needs to legislate to ensure that employers and the government put local jobs first. My Protecting Local Jobs Bill will ensure migration agreements can work for everyone, not just the big miners. The bill will make sure jobs are advertised to locals, before an Enterprise Migration Agreement can be made." "The more we learn about this deal with Gina Rinehart the more concerns we have. The Minister needs to table this deal in Parliament so it can be properly examined." Protecting Local Jobs (Regulating Enterprise Migration Agreements) Bill 2012 The bill will amend the Migration Act and the Fair Work Act to put in place legislative framework for EMA's, which are currently entirely in the realm of Ministerial discretion The bill will amend the Migration Act and the Fair Work Act to: 1. Ensure the employer has taken steps to seek local employment for the jobs intended to be the subject of the EMA, including advertising for employment and consulting the 'local jobs board'. 2. Create a 'local jobs board'. 3. Permit the Workplace Relations Minister to require a corporation using an EMA to employ and train a certain number of Australian residents, including residents from certain categories, which may include: i) people living near the project in question; ii) people recently retrenched; iii) CALD communities with high unemployment; iv) indigenous people; or v) people from regions of low-employment. 4. Permit the Workplace Relations Minister to introduce an additional levy on corporations using EMAs as a contribution towards the costs of improving the skills of Australian citizens or permanent residents. 5. Ensure that Australian wages and conditions and OHS standards are not compromised where EMAs are used. 6. Require EMAs to be made public.

During this time, the United Nations and several other organisations have reported consistent and systematic human rights violations in the country.
