How do you setup the exchange server to allow me to sync my mobile phone?

Is there a way to add active sync without requiring the user to enter their mailbox password? I ask as sometimes the user may be unavailable to complete this part of the setup when you are setting up a new device for them. No password for their mailbox means you will have to wait until they become available.
